I'm equally concerned with the potential injuries within this three acre parcel <br /> of land. <br /> Since our last phone conversation the Riverside Crew has graveled the immediate entrance as well <br /> as topped off some of the surrounding area with fir shavings. Hopefully this will reduce the wet <br /> and muddy conditions. <br /> As a public body the City of Eugene has discretionary immunity in regards to the liability issue's <br /> you have raised. As an example consider the numerous streets within the City. I'm sure you've <br /> encountered an occasional pot hole as you and your car traverse the roads. Within each <br /> supervisors budgetary constraints we attempt to prioritize and expend funds and labor in an <br /> appropriate manner, yet we, (the City), cannot address every pot hole within the City. The "Dog <br /> Off Leash" area is basically considered accepted as is. These "Off Leash" sites were purposely <br /> chosen due to their unimproved nature. <br /> Given my crew's budget and labor resource as well as consideration for the time of year I don't <br /> see an immediate response to correcting the uneven terrain caused by the dogs and the rodents. <br /> However judging from your signature list it appears as though we might be able to enlist the help <br /> of volunteers to work towards a solution. I would be willing to have chips and/or top soil <br /> delivered to the area, which would then be available on a demand basis. These products could <br /> then be utilized to fill in holes or construct trails. The mole and ground squirrel problem doesn't <br /> seem likely to vanish on it's own, nor do I envision the likelihood of training all dogs not to <br /> excavate the area. If this volunteer suggestion sounds feasible please feel free to give me a call <br /> and perhaps we could set something up.
