Post, Superintendent of Parks Services ��2 <br /> SUBJECT: RECOMMENDATION - DOG OFF -LEASH PROGRAM <br /> You received a memo on March 17, 1992 regarding the evaluation background, <br /> problems and issues, and options relating to the dog off -leash program. <br /> Staff reviewed considerable feedback on this program and have critically and <br /> objectively weighed the information and issues and offer the following <br /> recommendation. <br /> Staff recommends Option B for the following reasons: <br /> 1. Continues the dog off -leash program. <br /> 2. Increases the number of sites (net - plus one) in two regional parks. <br /> 3. Most inexpensive option. <br /> 4. Reasons for discontinuing the Morse Ranch site. <br /> a. Criteria were tested which identified problems that centered <br /> around appropriate land use, neighborhood impact and the physical <br /> impact on the park. <br /> 1) Vegetation impact <br /> 2) Stream damage and pollution <br /> 3) Impact on other uses /users of park area <br /> 4) Too close to neighborhood residents <br /> b. Neighborhood polarization of residents, users and special interest <br /> groups. <br /> In summary, Parks staff strongly supports the dog off -leash concept and are <br /> committed to continuing the program. At this time, we feel Option B is the <br /> most prudent course of action. <br /> With the cooperation and assistance from the dog park users, the program <br /> expansion can be implemented in a timely fashion and for minimal costs. <br /> Parks staff will continue to monitor the program to see if the program is <br /> functioning as intended and to see if additional sites need to be considered <br /> or if other modifications need to be made. <br />
