The City has subsequently received criticism <br /> from both special interest extremes for the amount of money we have spent in <br /> managing this program at Morse Ranch. Any programs we implement to monitor <br /> and evaluate impact to these areas must not be staff or funding intensive. <br /> Possible Management Criteria & Programs <br /> Extensive discussion regarding the pros and cons of water quality as a <br /> management criteria resulted in strong reluctance by the group for its use. <br /> Donna felt there was a strong possiblility of opening a "Pandora's Box" if we <br /> began water quality testing along the creek since there are currently no <br /> storm water quality standards to use for comparison. She felt that, upon <br /> learning of such tests, interested public might insist the creek meet recrea- <br /> tional standards that are normally applied to waters used for swimming and <br /> fishing. In light of the problems and citizen misunderstandings resulting <br /> from the Tugman Park testing program, she felt implementing a testing program <br /> at this time might result in a neighborhood controversy around the quality of <br /> the storm water upstream of the park. Additionally, the creek has already <br /> been fenced off to both people and animals. The buffer strip of undisturbed <br /> grass between the fence and the creek appears to intercept and prohibit <br /> surface runoff to the creek, thus providing some measure of water quality <br /> protection. <br /> Jack Long has already initiated a photo documentation log of the areas in the <br /> Morse Ranch off -leash area that are showing the most impact. The idea behind <br /> this is to establish a visual history of the pasture's condition on a weekly <br /> or semi - weekly basis. One manner of establish management criteria would be <br /> to choose a series of pictures from the photo log which would represent the <br /> maximum extent of grounds damage that was acceptable. Grounds damage that <br /> exceeded the level documented in the phots would precipitate temporary <br /> closures to allow the field to rejuvenate itself. <br /> One idea that was briefly discussed was the establishment of a "professional" <br /> evaluation team which would look at the various off -leash areas. Their rec- <br /> ommendations would then be used as a basis for sanctioning or modifying use. <br /> The obvious problem with this alternative is determining who would be <br /> included on the team and dealing with the public controversy surrounding the <br /> possible misrepresentation of single interest groups. With complaints about <br /> the Off -Leash Program being received only about Morse Ranch and from <br /> primarily only one household, the group felt this may be an extreme response <br /> to a small but noisy special interest perspective. <br /> Another idea that was brain stormed was the establishment of a set number of <br /> citizen complaints about an off -leash area that would be considered accept- <br /> able. In tracking such complaints, it would be necessary to discriminate <br /> between those received from various sources and those that were simply <br /> numerous complaints from a single household or individual. When the number <br /> of separate household complaints about a specific area exceeded what is <br /> considered acceptable, the reevaluation of that area's management practices <br /> would be in order. Of course, the question again becomes, what criteria <br /> would be used? <br />
