It is an historic city park honoring <br /> Wayne Morse. It is for recreational use of the citizens of Eugene <br /> and our visitors but only in the context of promoting <br /> "preservation as an historic park and monument to Wayne L. Morse," <br /> to quote Section 1, Resolution No. 2368 adopted by the Common <br /> Council of the City of Eugene, February 10, 1975. <br /> The dog off -leash program is a worthy program and entitled to <br /> support by the City of Eugene. It is not a program that meets the <br /> criteria laid down by the Eugene Common Council Resolution No. <br /> 2368 or by the legislation passed by the Legislature in June of <br /> 1975 or by Senator Jackson's resolution passed in the Congress in <br /> September of 1975. <br /> There are many recreational uses, present and planned, of the <br /> Wayne Morse Historical Park which are consistent with its history <br /> and its purpose as a monument to Wayne Morse. These are being <br /> spelled out for development in a master plan that will be <br /> completed in the near future. <br /> In the near future I expect to have affidavits of Mrs. Wayne L. <br /> Morse, Keith Schroeder, chief lobbyist for the Wayne Morse <br /> Historical Park Corporation, Senator Grattan Kerans, and others <br /> who have first -hand knowledge which spells out the circumstances <br /> which led to the transfer of this property to the City of Eugene. <br /> We in the Wayne Morse Historical Park Corporation regard ourselves <br /> as trustees with a duty to support in every way possible the <br /> preservation and development of this historic park and monument to <br /> Wayne L. Morse. <br /> We have had, as you know, a friendly and productive relationship <br /> with you and your predecessors representing the City of Eugene. <br /> We shall do everything in our power to see that this relationship <br />
