We would like to point out that both the PARCS Commission,
and Mr. Bob Schutz decided in favor of retaining the off -
leash area at Morse Ranch Park. Obviously, the Commission,
Mr. Schutz, and a large number of the citizens have responded
favorably to retaining and improving this off -leash area.
Despite this, the only proposal made by the City that our
Association has been aware of included reducing the off -leash
area by over 50 %, and included several other changes that we
felt would make the area unattractive to dog owners.
There are those who believe that the lack of action by the
City is intended to make the Morse Ranch unattractive to dog
owners. Those of us who founded the Morse Ranch Off -Leash
association entered into this in a spirit of cooperation and
enthusiasm. We thoroughly intended to work with PARCS and
neighbors to make the Park a better place. At one point it
would have been easy for us to form large work parties for
fence painting and repair, trail maintenance, stream bank
rehabilitation, and various other improvements benefitting
all park users. Instead, we have spent hour after hour
responding to unfounded allegations of criminal activity,
exaggerations of impacts claimed by some neighbors, and open
hostility from some who claim they alone determine the use of
the Park. The lack of response and foot - dragging on the gate
issue (and other issues) compounds these problems.
The Morse Ranch Off -Leash Association Board of Directors will
be having our next meeting on the evening of Tuesday, June 9,
1992. I would very much appreciate receiving a response to
you regarding these issues before that time. My home phone
number is 485 -5231. We would very much like to meet with you
and other appropriate City officials to discuss the
installation of gates and ways we can work together to
salvage the situation.
Sincerely,
•
Casey Forrest
Chair
Morse Ranch Off -Leash Association
cc: Randy MacDonald Bobby Green -
Donna Neal Barbara Keller
Fred Lockhart John Van Meter
Greg Evans Roscoe Divine
Dick Morgan Doug Post
Bob Schutz John Etter
