• D1STR!BU7 Q TO:
r ipR
MICC v/
July 14, 1992 RAGS ✓
3980 Oak Street
Eugene, OR 97405 ASST MGR t/
RECEIVED
PV CITY toar1Acr--
JUL 2 01992 43EPr Pwifi1 /? 1Z .
Dear City Councilperson: POs L
I am writing to express my frustration over the manner in
which the City of Eugene has handled the controversy and
decision making process regarding the off leash area at Morse
Ranch Park.
In recent weeks, the Parks and Recreation Department informed
the Eugene Off Leash Association of their plans to reduce the
size of the off leash area from present seven acres -
down to less than three acres.
In addition, the Wayne Morse Historical Board recently
presented a "master plan of the park at a public meeting.
This plan fails to include the off leash area. We at the
Eugene Off Leash Association have many concerns about both
the City of Eugene's plans, as well as the master plan
presented by the Historical Board.
I am enclosing copies of the last four correspondence letters
sent by the Eugene Off Leash Association. These letters
outline our concerns about both of the above mentioned plans.
Please be aware that we have yet to receive any formal
response to these letters (I did receive a call after the
second letter from Public Works informing me that my letter
had no impact).
The Eugene Off Leash Association has made every effort to be
reasonable and cooperative. It has become apparent that the
city does not feel the need to formally respond to our
suggestions and concerns, and also does not feel the need to
give our concerns the consideration we feel they warrant.
I appreciate your taking the time to review the enclosed
material. Doing so will familiarize you with our concerns
and issues. I would like to discuss these concerns with you
further, and encourage you to contact me at 485 -5231.
Sincerely, /
•
Casey Forrest
Chair
Eugene Off Leash Association
