CITY FIST <br /> L r - -�� <br /> ADMINISTRATIVE ORDER <br /> of the <br /> ACTING EXECUTIVE DIRECTOR OF PARKS, RECREATION & CULTURAL SERVICES <br /> EMERGENCY RULE AMENDING PARK RULE 1.050 <br /> CONCERNING DOG - OFF -LEASH AREAS. <br /> The Acting Executive Director of the Parks, Recreation and Cultural Services <br /> (PARCS) Department of the City of Eugene finds that: <br /> On August 5, 1991 certain amendments to the Eugene Code, 1971 were effected <br /> in order to designate certain areas within City parks as dog - off -leash areas. By <br /> Administrative Order of August 30, 1991 the City Manager delegated his duties to <br /> designate such areas to the Acting Executive Director of PARCS. <br /> In order to implement this program, impose restrictions on the use of such areas, <br /> and establish adequate safeguards for the public, Park Rule 1.050 should be amended as <br /> hereinafter set forth. <br /> Therefore, based upon the above findings, and pursuant to the authority of Section <br /> 2.812 et sue. of the Eugene Code, 1971, Park Rule 1.050(2) is hereby amended and a new <br /> Subsection (8) is added thereto, to provide: <br /> PARK RULES <br /> 1.050 PETS. <br /> (2) Except as permitted in Subsection (8) of this Section, a <br /> dog brought into or kept in all other park areas shall be on a leash not more <br /> than eight (8) feet in length, or confined in a vehicle, and must be kept <br /> under control at all times. <br /> (8) Candlelight Park at Royal and Candlelight Streets in the <br /> Bethel area; Gilham Park at 3055 Gilham Road in the Willakenzie area; and <br /> the east pasture at the Wayne Morse Ranch at Crest Drive and Lincoln <br /> Streets in south Eugene are hereby designated as dog off leash areas in <br /> which dogs may be allowed to run off leash provided: <br /> (a) The dog is properly licensed and has received required <br /> vaccinations (rabies); <br /> (b) The dog's owner: <br /> 1.
