January 13, 1995 <br /> TO: Mayor and City Council <br /> FROM: J. R. Medlin, Public Works Maintenance <br /> SUBJECT: TRANSFER OWNERSHIP TO CHILD CARE INCORPORATED, THOMASON LANE LOTS 700 <br /> & 800 OF MAP NO: 17- 04 -25 -13 <br /> This memo was prepared at the request of the Council Officer's to give Council a <br /> short briefing on the relocation proposal from Child Care Incorporated (CCI). <br /> The policy question for Council is whether or not 0.6 acres of city owned land <br /> should be deeded at no cost to CCI to facilitate moving their operation out of <br /> Skinner's Park. The Council Officer's have scheduled this item for the January <br /> 23, 1995 consent calendar. A full copy of CCI's proposal and associated <br /> background material will be included in the January 23rd Council Packet. <br /> CCI is a community, non - profit 501(C)(3) preschool care center which has been <br /> "temporarily" operating from a surplus residential structure on city park <br /> property at 169 N. Washington since 1967. The purpose of the school is to <br /> provide high quality child care services at an affordable cost for all families, <br /> with an emphasis on low income families. CCI claims to be the only center open <br /> to all families in the Eugene /Springfield area which provides tuition based on a <br /> true sliding scale, with payment according to family size and income. <br /> CCI's use of this structure within Skinner's Park is not in conformance with <br /> Federal Park and Recreation requirements imposed due to federal funding having <br /> been used in the acquisition of the park. This old residential structure is <br /> aging and in need of approximately $120,000 in repairs and modifications to meet <br /> current ADA and building safety regulations. In addition, CCI has found the <br /> "temporary" nature of their use of this park property for their operation is <br /> viewed as a negative factor by grant reviewers and has been detrimental to their <br /> efforts to obtain financial grants to expand their services to the community. <br /> Two undeveloped park land lots on Thomason Lane totalling 0.6 acres have been <br /> determined as not being needed for the development of Maurie Jacobs Park and have <br /> been identified as a possible site for CCI's relocation. CCI is .asking the City <br /> Council to support their relocation by transferring ownership of the two lots to <br /> CCI at no cost. This would be contingent on CCI agreeing to fully relocate their <br /> operation within five years. No construction would be allowed on the Thomason <br /> Lane site until CCI could show 80% of the funding needed for the relocation <br /> project had been raised. If after five years CCI had failed to relocate their <br /> operation title to the parcels would revert to the City. <br />
