T EUGENE Public Works
Parks and Open Space Division
City of Eugene
1820 Roosevelt Boulevard
MEMORANDUM Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
www.eugene-or.gov/parks
Date: January 28, 2008
To: Parks and Open Space Bond Policy Committee
From: Carolyn Weiss, Park Planning Manager
Subject: Parks and Open Space Bond Report: January 2008
In November 2006, voters passed a $27.5 million bond measure for Parks and Open Space. With
59 percent of the vote, it was the most well - supported of all local voter initiatives on the ballot. It also
followed on the heels of a $25.3 million bond measure for Parks and Open Space that was approved
8 years earlier in 1998.
The 2006 Parks and Open Space bond is organized into 5 distinct categories:
o Neighborhood and Community Park Acquisition
o Golden Gardens Park Expansion and Development
o Natural Area Park Acquisition
o Synthetic Surface Athletic Field Development (in partnership with local school districts)
o West Eugene Wetland Education Center Development (in partnership with local, state and federal
partners)
Just over one year since the bond was approved, significant progress has been made in most project
categories.
Neighborhood and Community Park Acquisition
o The recent closing on the 8 -acre Farver parcel, adjacent to Madison Middle School represents
years of effort to secure a community park for Santa Clara residents. The ownership of the
13 -acre Beat /McClay parcel remains in dispute and is currently working its way through the
legal system. A court date is scheduled for April, 2008. The purchase of this parcel, in
conjunction with the Farver parcel would provide the substantial makeup of Santa Clara
Community Park. Additional smaller acquisitions in the area are being pursued to improve
connectivity between the two parcels.
o Efforts are underway to acquire property to secure access and views to the Shelton- McMurphy-
Johnson House in Skinner Butte Park. Ya -Po -Ah Terrace currently owns property to the south
of the House. Initial inquiries to Ya -Po -Ah indicated an unwillingness to sell the property.
However, staff have been able to keep this dialogue going by looking at creative solutions that
may benefit both Ya -Po -Ah Terrace and the City.
o Three separate taxlots are considered in- holdings to Amazon Park. These in- holdings are
directly north of Hilyard Community Center and south of Roosevelt Middle School. One of
the properties is a Montessori School that does not want to relocate, and is not considered to
