- laza Public Works
Parks and Open Space Division
City of Eugene
1820 Roosevelt Boulevard
MEMORAN D U M Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
www.eugene - or.gov /parks
Date: September 3, 2009
To: Parks and Open Space Bond Policy Committee
From: Neil Bjorklund, POS Planning Manager
Subject: Parks and Open Space Bond Report: September 2009
In November 2006, voters passed a $27.5 million bond measure for Parks and Open Space. The
2006 Parks and Open Space bond is organized into 5 distinct categories:
o Neighborhood and Community Park Acquisition
o Golden Gardens Park Expansion and Development
o Natural Area Park Acquisition
o Synthetic Surface Athletic Field Development (in partnership with local school districts)
o West Eugene Wetland Education Center Development (in partnership with local, state and federal
partners)
Progress made to date in the various categories under the bond is described below. Items that have
changed since the last PROS Bond Update are shown in italics.
Neighborhood and Community Park Acquisition
o In March 2009 the City closed on acquisition of 8 undeveloped residential lots totaling 0.9
acre on Lenore Street in the south Santa Clara area. Staff continues to make contacts with
owners of other sites in several neighborhoods identified through a previous analysis and
screening process.
o Four parcels totaling 19 acres have been acquired to date for Santa Clara Community Park.
The ownership of the 17 -acre adjacent MacClay parcel has now been settled, but efforts to
contact the family to discuss purchase have been unsuccessful to date. The purchase of this
parcel, in .conjunction with the previously acquired parcels would provide the substantial
makeup of Santa Clara Community Park.
o Efforts continue to secure access and preserve views to the Shelton - McMurphy- Johnson House
in Skinner Butte Park. Ya -Po -Ah Terrace currently owns adjacent property to the south of the
House. Initial inquiries to Ya -Po -Ah indicated an unwillingness to sell the property in fee title,
which led to discussion of other approaches to securing views, parking and access on the site.
Staff has recently completed internal and legal review of a proposal to the Ya -Po -Ah Board that
would result in acquisition of land rights and construction of a shared -use parking lot. This
proposal will be discussed with the Ya -Po -Ah Board in the near future.
o Three separate taxlots are considered in- holdings to Amazon Park. These in- holdings are
directly north of Hilyard Community Center and south of Roosevelt Middle School. One of
these properties is a Montessori School that does not want to relocate, and is not considered
to be inconsistent with the adjacent park and school use. The remaining two properties are
residential and are owned by willing sellers. The eastern most property was acquired by the
