!r EUGENE Public Works
Administration Division
City of Eugene
MEMORANDUM 858 Pearl Street
Eugene, Oregon 97401
(541) 682 -5262
(541) 682 -6826 FAX
Date: December 8, 1998
To: Jan Bowman
From: Glen Svendsen
Subject: FY00 Council Goals Process
The Public Works Department proposes the following goals for Council consideration.
1. Parks and Open Space
The recent voter approval of a bond measure funding a major investment program for the City's
system of parks and natural areas. The Public Works Department is aggressively pursuing
implementation of the measure, and is moving ahead on acquisition of land for parks and open spaces,
rehabilitation of existing sports fields, and design and construction of new fields and parks. The
department is planning on providing information to the public on the City's progress in carrying out
the direction as approved by the voters. Staff will also provide periodic reports to Council on the
status of specific projects as well as the overall implementation of the parks measure. Both the timely
implementation of the measure and the level of information given to the public will not only keep the
public informed of the City's actions, but will hopefully ensure continued support for the City's Parks
program.
A Council goal related to timely acquisition and development of the full range of facilities funded by
the bond measure approved to the voters would stress the importance of this measure to the public.
Identifying the improvement to the City's park system as a Council priority would both affirm City
staff's focus of resources on this program, as well as the seriousness of the City's commitment to
fulfilling the direction given by the voters.
Examples of park - related issues likely to come before Council over the next several years include
funding strategies for ongoing operation and maintenance parks, prioritization of park projects in the
Capital Improvement Program, appropriate levels of park system development charges, and potential
Council actions on various acquisition, permitting, planning, and land -use issues.
Specific strategies would include: support for committing the resources necessary to provide the public
information tools and materials; support for the addition of staff needed to carry out the measure; and
support for administrative actions that may be required to carry out land acquisition and park
development goals that are part of the original plan.
