Among the neighborhod parks anticipated to be <br /> under development in the earlier phases of implementation are Arrowhead Park, Irwin Park, Laurel Hill <br /> Park, Shadow Wood Park, and Sterling Wood Park. Several of these sites will require conditional use <br /> permits prior to implementation. The first phase of development of Bethel Community Park tentatively 1/�f <br /> is scheduled to begin in FY99. Development of another new community park will occur later in the <br /> implementation schedule, following acquisition of an appropriate site. Work is expected to begin on a <br /> boat ramp and other improvements to Alton Baker Park once the Alton Baker Park Master Plan has been <br /> updated and the necessary greenway permits have been obtained. <br /> 4 <br /> Amazon Pnnl Project - <br /> Planning for the replacement of the Amazon Pool is under way. A request for proposals to select a { " <br /> consulting architect to provide design and construction drawings will be advertised in December. (.0-4"14.. <br /> r <br /> Selection should occur in January 1999. As is the case for the Library construction project, there will be v4.. <br /> opportunities for citizen and neighborhood involvement in the design development. The conceptual plan l <br /> ' and Open Space Conunittee and approved b i Council will serve by the Mayor's Parks an Op p by City C wi <br /> as the starting point for the development of a detailed final design. Citizen involvement in the design <br /> development is likely to occur in early spring but an actual schedule of activities will have to await the eytc t.: <br /> selection of design consultants. <br /> Construction scheduling will be a key issue to be addressed by the design team. The feasibility and cost <br /> of winter time construction will have to be balanced against the public and. budget impact of closing the <br /> pool for a summer for construction. These considerations make it difficult to determine at this time <br /> when construction might begin. <br /> The scope of the Amazon Pool project was reduced by the Mayor's Parks and Open Space Committee. A <br /> t}iird .instructional pool, small water slide, ovhirlpool and; toddler§ pool were cit 'to reduce tle'cos of the <br /> project by about $900,000. The Committee recommended that the City pursue donations to fund the <br /> addition of these facilities. The feasibility of these donations will be evaluated over the next few months. 9 <br /> 't ' tr\ c.. i���+, + -'k c-h ? <br /> Athletic Facilities <br /> One of the fundamental goals of the park bond measure is to address a community -wide shortage of <br /> athletic fields to support existing youth and adult league play as well as accommodate some level of <br /> growth in demand. The implementation plan anticipates constructing youth sports complexes at two <br /> still- to -be- determined sites and building new athletic fields in conjunction with the development of new <br /> parks. Additionally, the improvement of 15 existing but substandard fields is included in the plan. Staff <br /> has identified a number of steps that can be taken to accomplish an objective of "no net loss" in playing <br /> fields while existing fields are being renovated or upgraded: <br /> • Place a priority on construction of new fields on sites that have not been developed or <br /> where no athletic fields are currently provided.
