City of Eugene <br /> Parks and Recreation <br /> Director of Land Planning <br /> 777 Pearl Street <br /> Eugene, OR 97401 April 21, 1998 <br /> Re: Whitley Boat Landing <br /> Chapman Drive, River Road District <br /> Dear Parks Administrator: <br /> We live at 205 Chapman Drive, next to the above - mentioned Park, which is now closed <br /> and has been for over a year. Since it costs the City to maintain this park, and the County <br /> does not wish to do so, it is our understanding that this park is a thorn in each of your <br /> sides. We have a possible solution, which may need to be brought up before each of the <br /> governing bodies of the City of Eugene and Lane County, and we request that you be the <br /> vehicle to do so. <br /> Since our property connects with the park and we recently moved back into our home <br /> here in October of 1997, we have been struggling with a solution to our problem of where <br /> to keep our horse. We would very much like to have him nearby and have had a difficult <br /> time finding available pasture— impossible at this time, and we have asked many of the <br /> surrounding neighbors who have county property. <br /> Consequently, we make this request of you and the County, since we are not sure which <br /> of you claims the Park, only that it does not get maintained as regularly as it should. We <br /> would like to lease it from the governing body for a term of five years or more, and we <br /> will be responsible for the liability, fencing, care and maintenance associated with doing <br /> so. We would be willing to pay a fair price to do so, or in return for its use as a pasture, <br /> we will maintain and keep it clean. We do not wish to disturb the trees, and are willing to <br /> use only a portion of it which runs to the landing from our home, if requested, however, <br /> we are willing to take on the responsibility of it all. It is not a large parcel of land, but it <br /> would suit our needs and solve both of our problems, we believe. If it were totally <br /> fenced, it would stop the late night traffic that uses the park for drinking and unknown <br /> activities.
