Morgan, Manager rex 376 -459;
City of Eugene Park Operations
1820 Roosevelt Boulevard
Eugene, OR 97402
RE; Proposed Boat Access Closures
Whitely and HIleman Parks
Dear Mr. Morgan!
This is In response to your totter dated June 20, 1997 in which you indicated that the City did
Intend to participate In the Marine Board's Maintenance Assistance Program (MAP) for FY
1997 -96, Furthermore you indicated that the City Intends to close/re:trict public access /use to
these sites due to budget reductions as the result of measure 47/50. We are very
disappointed in the City's proposed action.
Please be advised of the following concerns by the Marine Board with regard to this matter. It
is optional that the City or any local or state agencies participate In the MAP program which is
intend to provide state funds collected from boaters to local governments to help operate and
maintain boat access facilities
However, the Board believes the MAP funds go along way In providing each access facility a
high level of maintenance, preserving the capital investments made and assuring boaters'
access to ourwaterways. The City currently receives $2,600 annualh for each faculty, which
goes along way to help maintain the restroom, ramp clean up and other O &M activities.
In addition, please be advised that closure of these facilities Is contrary to the 20 -year
Cooperative Grant Agreement originally executed between the Board and Lane County and
then subsequently transferred to the City, for Improvements made In 1988 under Facility Grant
488 to both HIleman and Whitely access sites for a total expenditure of $12,738,28.
Breaching the Agreement may result in the City being required to repEiy grant funds back to
the Board,
Please reconsider the proposed closure action in view of this letter. I look forward to your
response.
Sin erely, -- — - — - — -- -- --- ---- _ __
Post -Ir braid fax transmitt;a: memo 7671 oaf p.vB
'b Ti .■ (4 %1
Dave Obem _
Facilities Manager L J 77077
ate $ 7 1 ^ rc +1
cc: Paul Donheffner, Director
