We indicated that we would attempt to find other public agencies or non - profit groups <br /> who might be willing to take on maintenance responsibility for Whitely and Hileman boat landings since we were <br /> unable to continue providing maintenance support to them. We contacted State Parks Dept., Lane County Parks <br /> Dept., State Marine Board, Oregon Fish and Wildlife as will as McKenzie Flyfisher Association, Cascade Family <br /> Flyfishers, and Steelheader Association. None of these groups was willing to step forward. The agreement with <br /> Lane County that provided for the transfer of responsibility to Eugene as part of an urban transition agreement in <br /> Oct. 1987 required that if the City should fail to use the property for park purposes, ownership of the parcel shall <br /> revert to the County. We notified the County that since we were unable to continue to provide maintenance and <br /> would need to restrict vehicle access to the boat landings that we were returning jurisdiction to the County per our <br /> agreement. For the past several months we have had meetings and discussions with Bob Keefer and Bill <br /> VanVactor. At first they were going to take some action to their Board but now they are asking that the City <br /> contribute $30,000 to provide for purchase of an adjacent house site that could be used for a park host, thereby <br /> reducing some of the public safety concerns regarding the Hileman site. (Whitely does not have these same <br /> problems and there are volunteers willing to provide assistance so the County will take it back.) We have several <br /> other issues going on with the County (not surprising) including an issue regarding the Q Street ditch that runs <br /> along 1 -5 and Garden Way. The County has jurisdiction of the ditch but provides no maintenance or operational <br /> support. Development is planned nearby and there is a need to have involvement for development requirements. <br /> Since this is in the City limits we would be willing to consider accepting responsibility for the ditch. As both boat <br /> landings are located outside the UGB and were specifically indicated as being transferred to the City in "as is" <br /> condition it would seem appropriate to return them in like condition. <br /> Ken Tollenaar recieved the same FAX and I have had this conversation with him and sent him copies of the <br /> original transfer agreement and background information.
