EUGENE Public Works <br /> Maintenance <br /> City of Eugene <br /> September 2, 1997 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (541) 682 -4800 <br /> Mr. Bill VanVactor <br /> Lane County Administrator <br /> 125 East 8th Avenue <br /> Eugene, OR 97401 <br /> RE: Hileman and Whitely Boat Landings <br /> Dear Bill: <br /> This letter is a follow up to our August 19, 1997, meeting regarding the disposition of Hileman and Whitely Boat <br /> landings. <br /> As part of the Urban Transition Agreement between Lane County and the City of Eugene Hileman and Whitely <br /> Boat Landing's ownership were transferred to the City for maintenance and operation purposes. The land <br /> transfer deed included the following deed restriction. <br /> Should CITY fail to use the property for park purposes, ownership shall revert to COUNTY. <br /> Due to ballot measure 50 the Parks Maintenance Section has had to reduce its budget. Part of the reduction is the <br /> closure of Hileman and Whitely Boat Landings to vehicular traffic. This action was taken in part because of their <br /> location in relation to other park areas in the City of Eugene. Given the travel distance necessary, it is difficult to <br /> provide maintenance and public safety services in an efficient manner. These facilities are used much less by <br /> City of Eugene residents than facilities within the City limits. In fact both parcels of land lie outside of Eugene's <br /> Urban Growth Boundary. <br /> The City is now considering the closure of Hileman Boat landing to pedestrian traffic as well as vehicular traffic. <br /> The proposed closure of Hileman Boat Landing to pedestrian traffic as well as vehicle traffic would require the <br /> transfer of ownership back to the County. The City sees three possible options that could occur. <br /> 1. The transfer of the Hileman property back to Lane County ownership. <br /> 2. The County could take back the property and sell the land. Using the revenue to purchase a <br /> more useable site at the confluence of the McKenzie and Willamette Rivers for a boat landing. <br /> This option would provide the boaters of Lane County with the best possible solution. <br /> 3. The County could waive the deed restriction and allow the City to sell the property. The <br /> City would propose to use proceeds to develop a Boat Landing in Alton Baker Park consistent <br /> with the development plan. <br /> Please advise the City of your preferred option as we would like to proceed with the Administrative Order to <br /> close Hileman Boat Landing. <br /> Although we are not planning to close Whitely Boat Landing we would also like to transfer it back to County <br /> jurisdiction. It is costly for us to maintain because of its distance from other City facilities and is lightly used by <br /> City residents. <br /> Sincerely, <br /> 6 <br /> A.
