•
• Survey each boat landing and determine physical improvements that would enhance security and
limit after hours use. Develop a budget for these items and submit them to the Marine Board for
funding. Install improvements as time and funding allows.
• Purchase a surveillance camera that would be rotated among the landings. Signs would be posted
at the landings notifying users that the landing may be under camera surveillance. Add the cost of
the camera and protective, weather tight case to the grant proposal presented to the Marine Board.
Develop a process or system for managing and locating the camera at the landings.
• Evaluate the need for additional law enforcement patrols. If additional patrols are warranted,
determine the time frame, frequency, costs, work to be accomplished, and an equitable way to
distribute the patrol costs. I would imagine that these costs will need to be born by each agency
and may be used as match for the Marine Board grant.
• Develop a public information campaign announcing the proposed improvements and if additional
patrols are added. If citing does occur as an outcome of this plan, then the public should be well
informed of the action taken.
1 have scheduled a meeting for Wednesday, April 1, 1998, 10:00 a.m. at the Lane County Public Works
Office, located at 3040 Delta Highway North, Eugene to discuss these issues with staff from the Marine
Board and other public agencies responsible for boat landing management or law enforcement near the
metro area. Please let me know if you will be able to attend the meeting by calling the Lane County Parks
Office at 682 -6940.
Sincerely,
Bob Keefer
Parks Manager
cc: Paul Donheffner, Oregon State Marine Board
