they serve, and the public trust they represent in maintaining and preserving the collection. <br /> 10. If sale is deemed the most appropriate method of disposing of a deaccessioned object, but <br /> an auction is not practical, consideration will be given to selling the object in the public <br /> market in a manner that will best protect the interest, objectives and legal status of the <br /> City. <br /> 11. If an object has been broken, or has deteriorated beyond use for the City's exhibit, or is of <br /> negligible value as determined by the committee, it will be deaccessioned. <br /> Restrictions. When a work is estimated to be worth more than $10,000 more than one appraisal <br /> must be sought. These appraisals would be used as a basis for establishing the price below which <br /> the item should not be sold (reserve price.) <br /> Ethical Considerations. The City Manager and Committee must realize that they have a public <br /> accountability for their decision to deaccession and the method by which they choose to dispose <br /> of an object. There should be no expectation of concealing the transaction. <br /> Objects of value will not be given or sold directly or indirectly to City employees or their <br /> representatives. In the event of public sale, such individuals shall be eligible, as any other private <br /> individuals, to bid on offered items. <br /> If practical and reasonable to do, considering the value of the object(s) under question, the City <br /> shall notify the donor if they intend to dispose of such objects within ten years of receiving the <br /> gift. This action is a courtesy and shall be construed as a desire for approval, but not permission, <br /> to withdraw the object from the collection. <br /> At all times the original donor's wishes will be considered, and where appropriate, new <br /> acquisitions obtained through the sale or trade of the original donated item, will bear the legend <br /> "Gift of....By Exchange." <br /> Proceeds. All proceeds realized from the sale of objects removed from the collections shall be <br /> allocated to the City's acquisition fund (Public Art Trust Fund). Any pre - existing contractual <br /> agreements between the Artist and the City regarding resale shall be honored. <br /> Records. A permanent record of all deaccessioned objects shall be kept. This shall include the <br /> conditions and date of the transaction; the name and location of the City, or other transferee to <br /> which the object is transferred; the photograph, description and measurement of each object <br /> covered by the deaccession action. All documents including the authority for the action taken <br /> shall be kept in the City's file. <br /> A written statement of the City's policy and procedures with respect to the acquisition and <br /> disposition of collection materials shall be made available to donors or other responsible persons <br /> upon request. <br />
