h. Personnel -- Personnel adjustments will require agreements with <br /> bargaining units to accommodate changes not within normal practic- <br /> es. <br /> i. Savings may not be realized immediately on implementation but <br /> should be realized within three years, with most of the savings <br /> realized within two years. On detailed analysis of some adjust- <br /> ments, we find that the dollar savings are not realizable unless <br /> initial operating savings are invested at the front -end or that the <br /> implementation period is longer than initially forecasted. For <br /> example, the first year savings on the Public Works /Parks Mainte- <br /> nance consolidation are approximately one -third of the savings that <br /> will be realized by the third year. <br /> 6. Process to Apprise Council of Adjustments <br /> a. Concept presented to Council. <br /> b. Actual implementation takes place via the annual or supplemental <br /> budgets. <br /> c. Reporting system, separate but linked to the Budget and General <br /> Ledger, will be maintained to track these adjustments. Reports <br /> presented to Council on a quarterly basis. <br /> d. An independent review of the process may be required periodically. <br /> PUBLIC WORKS /PARCS MAINTENANCE CONSOLIDATION <br /> INTRODUCTION <br /> Over the past few weeks, a transition team from Parks Services and Public <br /> Works Maintenance Divisions have worked on this consolidation with the goals <br /> of increased efficiencies and operational savings. Specifically, in this <br /> analysis, we concentrated on: <br /> 1. Moving eligible services to Non - General Funds. <br /> 2. Identifying increased operational efficiencies gained by merging similar <br /> support and service delivery systems. <br /> 3. Reducing the level of services provided, where appropriate. <br /> To facilitate this consolidation, two major physical relocations of functions <br /> are required. Parks Maintenance and Parks Planning, presently located at the <br /> Lincoln and Cheshire Facilities, will be relocated to the Public Work's <br /> Roosevelt Facility. This move allows the closure of the Lincoln Street Fa- <br /> cility and the possibility of its sale. Facilities personnel at Roosevelt, <br /> City Hall and Public Works Building will be co- located with existing Facili- <br /> ties staff at the Cheshire Facility. <br /> The following details the implementation strategy to facilitate this organ- <br /> izational consolidation: <br /> A. SHORT -TERM IMPLEMENTATION STRATEGIES, IMMEDIATE <br /> Savings -- $145,000; FTE -- 1.0 Transferred out of General Fund <br /> 1. Transfer a Landscape Architect, which performs design and contract <br /> management activities, to Engineering and fund through the <br /> Professional Services Fund. Savings of approximately $56,000. <br />
