MEMORANDUM <br /> May 7, 1992 <br /> TO: City Council <br /> FROM: Michael D. Gleason, City Manager <br /> SUBJECT: $800,000 Organizational Efficiencies <br /> PARCS /PW Maintenance Consolidation <br /> INTRODUCTION <br /> In this memorandum, I would like to apprise you of the status of the $800,000 <br /> Organizational Efficiencies; and, specifically, address the recent Public <br /> Works and PARCS Maintenance function consolidation. <br /> $800,000 ORGANIZATIONAL EFFICIENCIES <br /> To address part of the $8,000,000 Eugene Decisions Target, Council directed <br /> me to reduce the General Fund Operating Budget by at least $800,000 through: <br /> 1. Changes in operating procedures and systems. <br /> 2. Changes in staffing and management. <br /> 3. Reductions and efficiencies in administrative systems and costs. <br /> 4. Reductions in personnel costs. <br /> All adjustments are to be made within 18 months, be initiated by the FY94 <br /> budget year, and are to not directly or dramatically affect services to the <br /> public. The following is the internal policy against which the Executive <br /> Management Team is reviewing the organizational structure, service delivery <br /> system and internal operating policies, systems and procedures to achieve the <br /> $800,000 Target. <br /> 1. Changes in Operating Procedures and Systems -- This effort consists of a <br /> review of how we deliver services and to determine whether there are <br /> more efficient and effective ways to deliver the service, hopefully at <br /> reduced costs. <br /> As an example, we are conducting an extensive review of our computing <br /> platform (that is, the hardware system) on which data processing activi- <br /> ties are conducted. This analysis will probably result in moving from <br /> mainframe to Local Area Networks (LANs) and has the potential of both <br /> immediate savings and future cost avoidance. We are also studying Total <br /> Quality Management (TQM) or some variation of TQM as an approach to <br /> continuously examine our services and customer expectations and achieve <br /> improvement in work efficiencies and service effectiveness. <br /> 2. Changes in Staffing and Management -- In this area, we are reviewing <br /> existing organizational structure including department management, <br /> staffing patterns, staffing levels and functions assigned to determine <br />
