zation in the areas of park activities and turf and grounds maintenance.
Over the past few years support for consolidation of building facilities
activities has been increasing. The implementation of the Facilities Board
and Facilities operations Group (FOG) are examples of this new support for
city -wide coordination efforts. The concept of establishing of a dedicated
facilities fund has been accepted and evaluation is proceeding on how best to
implement this fund. Having a dedicated facilities fund likely will result in
a "user fee" based system of revenue generation. This user fee is currently
expected to be based upon the type and number of building square footage being
used. It is not anticipated that user support exists for including grounds
maintenance under this funding system.
Over the next few years the continuing consolidation of building facilities
activities likely may outgrow the existing organizational structure of the
maintenance activities being under the jurisdiction of the. Maintenance
Division and the project management activities under the jurisdiction of the
Engineering Division. When or if this occurs, a likely solution would be the
development of a Facilities Division. While possible, daily coordination of
activities occurring within parks would likely prove unacceptable between two
divisions.
ASSIGNMENT
Develop an alternative organizational structure which separates the grounds
and misc. from the building facilities maintenance systems. Evaluate the
service delivery possibilities of this alternative structure with that of the
existing organization structure.
EXISTING STRUCTURE AND SERVICE DELIVERIES
City Hall & Public Works Building Crew
Staffing: Park Spec.
