The city council decides on
how to budget the revenue and oversees its expenditure. The county board explicitly has no role
in supervising the district's budget or expenditures.
Rural Fire Protection District
A rural fire protection district (ORS Chapter 478) can provide fire protection and emergency
medical services to both rural and urban areas. Incorporated areas may be within the district
with the consent of the city council. An elected five - member board of directors governs rural fire
protection districts.
Numerous rural fire protection districts (RFPDs) serve the suburban and rural fringes of Eugene
and Springfield (e.g., Goshen, Coburg, McKenzie, Mohawk Valley, Bailey- Spencer, Eugene #1,
Lane Rural, Santa Clara, Zumwalt, Pleasant Hill, and Willakenzie). The trend over the past ten
years in rural Lane County is the merger of a smaller district into a larger district to achieve
better economies of scale. For instance, Walton RFPD and Elmira -Noti RFPD merged into what
is now known as Lane County Fire District #1. Some of the remaining districts serve the
suburban fringe within the urban growth boundary, as well as rural lands within the Metro Plan
boundary (e.g., Willak nzie and ClaraRFPD) . Yetothers exists the fringe of the
metropolitan boundari s and serve primarily rural areas (fpr example, Lane Rural Fire /Rescue
serves both develope areas in\the norifiwesteM portion of the urbarrregion - and extends
westward to Alvadore . The City of Spririgfiald is ciirrentlyientering into a dialogue with its fringe
districts to examine w ysito provide fire and emergency medical Services in a more efficient
manner. i i
As an example of a R PD serving incorporated areas, Tualatin Valley Fire and Rescue is the
second largest fire de rtmerit in Oregon it Protection an&emergency medical
services to over 395,000 citizens throughout its 220 square mile jurisdiction. The Fire District's
service area includes the cities of Beaverton, Durham, King City, Oregon City, Rivergrove,
Sherwood, Tigard, Tualatin, West Linn, and Wilsonville, as well as unincorporated areas within
Clackamas, Multnomah, and Washington counties. The District has 23 fire stations, an
Administrative Office, a training facility, and three Operating Centers serving specific
communities.
Multiple- purpose Districts
Multiple - purpose special districts are allowed to have one or more of several primary purposes
that are permitted under their principal Act. The following two types of multiple - purpose district
might be useful in the Eugene - Springfield metropolitan area. A third type of multiple - purpose
district, called a metropolitan service district, cannot be used in Lane County. Under current
state law a metropolitan service district may only be formed in Clackamas, Multnomah and
Washington Counties and so is not discussed here. Future legislative action might allow
metropolitan service districts to be formed in other parts of Oregon.
County Service District
A county service district (ORS Chapter 451) is a versatile type that can provide one or more of
20 different primary services. When a county service district is formed, the specific primary
services it may provide must be stated in the petition and the final order for formation. Possible
services include:
• Sanitary sewage collection, pumping, treatment and disposal.
Draft #5 Page 10 10/24/01
