SPECIAL DISTRICTS WHITE PAPER <br /> APPENDIX D - Definitions of Commonly used Boundary Change Terms <br /> ORS 198.705 and ORS 199. 415 definitions: <br /> "Annexation" includes the attachment or addition of territory to, or inclusion of territory in, an <br /> existing district. <br /> "Consolidation" means the uniting or joining of two or more districts into a single new <br /> successor district. <br /> "Dissolution" includes disincorporation, extinguishment or termination of the existence of a <br /> district and the cessation of all its corporate powers, except for the purpose of winding up the <br /> affairs of the district. <br /> "Formation" includes incorporation, organization or creation of a district. <br /> "Merger" means the extinguishment, termination and cessation of the existence of one or more <br /> districts by uniting with and being absorbed into another district. <br /> "Transfer of territory" means the process of simultaneous withdrawal and annexation of <br /> territory from one district to another district organized under the same principal Act other than <br /> ORS 198.705 to 198.955, or the simultaneous withdrawal and annexation of territory from one <br /> city or city- county to another city. <br /> "Withdrawal" includes the detachment, disconnection or exclusion of territory from an existing <br /> c o, city or district. <br /> c <br /> Special Districts Paper - Final 11- 8- 01.doc Page 35 of 41 <br /> City Council Agenda page 59 <br />
