The Eugene - Springfield Metropolitan General Plan (Metro Plan) policies control the formation of special <br /> districts within the jurisdictional boundary of the plan. The Metro Plan is based on the premise that Eugene <br /> and Springfield, the two existing cities, are the logical providers of services accommodating urban levels <br /> of development within the urban growth boundary. Generally, the Metro Plan views special districts as <br /> interim solutions for the provision of services to urban transition areas prior to annexation by a city. <br /> There is currently only one special district covering the City. The Lane County Metropolitan <br /> Wastewater Service District is a county service district consisting of the territory within the city limits of <br /> Eugene and Springfield. This district was created to serve as the vehicle for issuing bonded debt to <br /> construct the regional water pollution control facility. There are other special districts (fire and water) <br /> which collect taxes to pay for City fire protection outside the city limits. In Springfield, the Willamalane <br /> Park and Recreation district serves the city as well as additional territory in the metro area. A staff <br /> report is included in this council packet. <br /> Timing <br /> Implementation of any special district options discussed in the background report would require <br /> amendments to the Eugene - Springfield Metropolitan General Plan involving approval by Eugene, <br /> Springfield and Lane County. Subsequent to the Metro Plan amendments, a process would be initiated <br /> for a major or minor boundary change, potentially involving the Lane County Local Government <br /> Boundary Commission. It would take several years to implement any of the proposed options. <br /> OPTIONS <br /> Council may elect to pursue one or more of the following options: <br /> 1. Determine whether any of the special district options are of interest to the City Council, and direct <br /> staff to continue development of those options. <br /> Nkri) Determine whether any of the special district options are of interest to the City Council, and direct <br /> staff to ask Springfield and Lane County for a joint elected official meeting to discuss them. <br /> 3.
