EUGENE Public Works
Maintenance Division
City of Eugene
1820 Roosevelt Blvd.
MEMORANDUM Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
www.ci.eugene.or.us
Date: December 30 2004
To: Jeff Lankston, Public Works Maintenance Division Manager
Eric Johnson, Surface Operations Manager
Jim McLaughlin, Sub - surface Operations Manager
Tom Larsen, Traffic Operations Manager
Johnny Medlin, Parks and Open Space Division Manager
Sarah Medary, Parks Maintenance Manager
Scott Duckett, Natural Resources Manager
From: Jackie Hallett, Surface Technical Team Supervisor
Subject: Operational Maintenance IGA
Attached for your review is the proposed Operational Maintenance IGA between the City of
Eugene and Lane County. The agreement primarily focuses on the River Road /Santa Clara
(RR/SC) Area but includes other areas (where service provision overlap) inside the UGB. The
agreement is intended to recognize the need to meet requirements to safeguard public welfare
and to increase efficiencies in public facility maintenance by both The City of Eugene and Lane
County within the Eugene metropolitan area.
Over the last several months, an inter - agency staff team which consisted of John Petsch, Lane
County Maintenance Planner, Jackie Hallett, City of Eugene, Surface Technical Team
Supervisor, and Deborah Dickson, City of Eugene, RNV Technician Specialist, have been
working on this project. Our primary objectives were: to update the jurisdictional information
related to the right -of -way, and, update the boundary description. This inter - agency staff team
has been working on the agreement which includes the following changes.
• Re- format the agreement. The RR/SC Areas are now listed first, other areas
within the UGB then follow
• Revised the RR/SC boundary description. The agreement now includes a
defined geographic boundary for service provision (Exhibit B). This will
continue to provide for operational efficiencies. Several geographic pockets
of service were traded which allowed the overall mileage count to stay in
check
• Updated list of street segments to be formally surrendered (Exhibit A) and
included a mileage summary
4
