Ruiz, City Manager
,From: Sarah Medary, Recreation Services Director
Date: May 14, 2008
Re: Intergovernmental Agreement with Bethel School District 52 for the Joint Use and Development of
Artificial Turf Fields
Attached to this memo is an Intergovernmental Agreement between the City of Eugene and Bethel School District
52 for the joint use and development of two artificial turf fields in the Bethel area. One of the fields will be
constructed at Willamette High School and the other at Meadowview Elementary, adjacent to Bethel Community
Park.
The City of Eugene has a long standing partnership with Eugene School District 4J that initiated with the passing of
a Parks Bond in 1998 where we constructed our first four fields in a 50/50 partnership. Since that time we have
been continuing to develop fields with 4J, but have been hoping for this partnership to expand to Bethel where we
could better serve the community with high quality athletic facilities in a close to home venue.
The attached IGA with Bethel School District 52 forges a new level of partnership between our organizations and is
a big win for the community and for our two organizations. With this agreement, we will be partnering to create 2
multi - purpose fields in west Eugene for use by school and community groups. Funding was made possible by the
2006 Parks and Open Space Bond Measure 20 -110. The $27.5 million measure included $5 million for the
construction of 2 artificial turf fields with District 52, 4 additional fields with District 4J, and turf replacement of
the 4 fields that were built with District 4J in 2001. The amended agreement with 4J will be coming your way soon.
As per our normal practices, the IGA language was negotiated by a team of representatives from both
organizations, finalized by the City Attorney, and approved by administrative stakeholders in Recreation Services,
Parks & Open Spaces Division and District 52. At this point, all that's needed is your signature to complete the
agreement and allow these valuable projects to proceed.
Thank you for your support.
cc: Renee Grube, LRCS Executive Director
Kurt Cory, Public Works Executive Director
Johnny Medlin, Parks & Open Space Division Director To.
From: M c 1—k
Return ❑
Keep or toss
st,:2144+
