In order to make this multi- objective program a reality, the City Council authorized an "impervious surface user fee" for all <br /> residences and businesses in Eugene beginning . This fee, which will be billed according to the number of square <br /> _ of impervious surface owned by the home or business was instituted to finance the additional efforts that will be required <br /> to manage water drainage into the next century, protect the quality of the waterways that receive this drainage, and preserve <br /> impacted natural resources that are important resources in their own right but that also can be tapped for their integral flood <br /> drainage and water quality enhancement capabilities. The "impervious surface user fee" is expected to generate $ <br /> a year. These funds in addition to the $ generated annually in the past will finance the comprehensive <br /> stormwater /wetland service. <br /> LONG TERM SERVICE GOALS <br /> Several master plans advp efl by the Eugene City Council guide the delivery of storm drainage, surface water q a nd <br /> wetland services. These plans, listed at the end of this workplan, have been reviewed in order to identify overarching goals <br /> to guide the delivery of the city's integrated stormwater/wetland service into the next century. These goals are intended to <br /> bridge the various plans and provide the framework for the FY 95 service workplan that follows.
