BLM, TNC and City of Eugene enter into an agreement to rearrange their respective properties in order to facilitate long <br /> term management objectives. This action is expected to simplify management and reduce those cost associated with multi <br /> agency coordination needed to complete "on the ground projects ". Savings will result from eliminating duplicate layers of <br /> administrative regulations, permits, and reviews when on the ground projects" cross boundaries common to two agencies.. <br /> 2. Develop a list of parcels of land and estimated values which would meet the objectives developed within the <br /> agreement. Have all of the parcels within the agreed list appraised, <br /> utilizing standards which meet federal requirements, at fair market value. <br /> 3. TNC acquires the properties of interest to the City of Eugene and exchanges those properties with the City in order to <br /> facilitate their land ownership and management objectives identified in the agreement. <br /> 5.
