Site Reviews and Conditional Use Permits. Building permits will have to be reviewed <br /> to determine whether site review (SR) or conditional use permit (CUP) approval is <br /> required. The new provisions will generate additional SR's and CUP's, which will <br /> increase the workload for code planners. Criteria are more technical than the under <br /> current SR and CUP processes, which may make these reviews take longer. <br /> Exsepii The Waterside Protection and Wetland Buffer Subdistrict bot(have <br /> exception provisions that, when used, will add time to the processing of the applications. <br /> Review of the exception applications will generally be technical in nature and will be <br /> more time consuming than standard SR's or CUP's. <br /> Coordination. Due to the newness and the technical nature of review involved in the <br /> new district and subdistricts, additional coordination will be needed between the Planning <br /> Division, the Permit and Information Center and Public Works Engineering. <br /> Inspection. Inspection of site reviews and conditional use permits under the WP and WB <br /> Subdistricts will add to the inspection workload. These will be more technical than <br /> standard SR and CUP inspections, and may take longer than the typical 1 -3 hours. The <br /> City is currently understaffed for inspections, so additional staff may be required. <br /> Enforcement. Enforcement of site review and conditional use permits under the WP and <br /> WB Subdistricts will add to the enforcement workload. The City is currently <br /> understaffed for enforcement, so additional staff would likely be required. <br /> Appeals. Staff considers appeals more likely on these new provisions than on other <br /> existing code requirements. Factors contributing to a potential higher appeal rate include <br /> the newness of the provisions and lack of understanding by the public, the technical <br /> nature and subjectivity of some of the standards and the likelihood of attempts to test the <br /> new process. <br /> Conclusions Regarding Resource Requirements. Staff concludes that some additional <br /> staff will eventually be necessary to effectively implement these new code provisions. <br /> Funding for the additional staff is linked to West Eugene Wetlands Implementation <br /> budgets in the Public Works and Planning and Development Departments. Discussions <br /> are underway between the two departments to determine likely placement of any <br /> additional staff, as well as budgetary and management responsibility for these functions <br /> and positions.
