For example, 2.0:1 means two mitigation acres for one impact acre. <br /> (2) Restoration is the preferred mitigation method for the West Eugene Wetlands program. To <br /> encourage restoration activities, restoration is given the lowest compensation ratio of the three <br /> mitigation methods. <br /> (3) Advance mitigation means mitigation activities occur in advance of wetland impacts. It is the <br /> preferred timeframe for performing mitigation activities, and it is given the lowest compensation <br /> ratio of the three timeframes. Advance mitigation occurs when wetland hydrology and vegetation <br /> has been established. Through a Memorandum of Agreement with federal and state regulatory • <br /> agencies, the Mitigation Bank program will provide a standardized system of "credits" that can <br /> be created, verified, exchanged and documented. <br /> (4) Concurrent mitigation means mitigation activities are performed concurrent with associated <br /> wetland impacts. <br /> • (5) Post mitigation means mitigation activities are performed subsequent to associated wetland <br /> • <br /> impacts. This concept allows for the issuance of wetland impact permits for small wetland <br /> impact sites - usually 1 acre in size or less. Mitigation activities for these small projects are <br /> postponed (usually for 1 year) and accumulated so that one large, joint mitigation project can <br /> occur resulting in greater wetland gains than if they had been mitigated individually. <br /> 3 Modify Policy 4.20 to read: <br /> "Adept the protection and development criteria contained in Appendix B; as the <br /> M • basis for the- evaluating and classifying wetlands ' <br /> \C b .•_ .. ..: - - -... - - - - • - .. . - .. for <br /> future fill areas. <br /> 10.
