Watt, President <br /> BGRS, University of Oregon <br /> PO Box 3177 <br /> Eugene, Oregon 97403 -0177 <br /> RESOLUTION BY THE AMERICAN PLANNING ASSOCIATION <br /> OREGON CHAPTER BOARD OF DIRECTORS <br /> SALEM, OREGON, APRIL 1991 <br /> RESOLUTION TO DECLARE MAY 1991 <br /> "AMERICAN WETLANDS MONTH <br /> Whereas wetlands protect surface and ground water quality by intercepting and reducing waterborne <br /> sediments, excess nutrients, heavy metals, and other pollutants; and <br /> Whereas wetlands in their natural state perform ecological functions which are impossible or costly <br /> to replace and are vitally important to the environment and economic health of the nation; <br /> and <br /> Whereas wetlands provide sources of food, shelter, essential breeding, spawning, nesting, and <br /> watering habitats for fish and wildlife; and <br /> Whereas wetlands are found throughout Oregon; and <br /> Whereas Oregon has experienced a loss of wetlands in this century; and <br /> Whreas the American Planning Association National has adopted Policy Implementation Principles <br /> to support the goal of no overall net loss of the nation's wetlands' resources as defined by <br /> acreage, location, type and function; and <br /> Whereas the American Planning Association National has adopted Policy Implementation Principles <br /> to support legislation and other actions to enhance, restore, and create wetlands, and where <br /> feasible to increase the quality and quantity of the nation's wetland resource base in <br /> conjunction with other natural resource protection policies; and <br /> Whereas the American Planning Association National supports the implementation of a <br /> "partnership "approach to improved wetlands management which incorporates private <br /> stewardship and federal, state, and local cooperation; <br /> Therefore the American Planning Association, Oregon Board of Directors, hereby resolves to <br /> join wit6local, State and Federal government agencies, private groups, and individuals in <br /> celebrating May as "American Wetlands Month" and encourages all planners to have their <br /> planning commissions adopt wetlands resolutions and have same forwarded to appropriate <br /> state and federal officials. We call upon APA members to sponsor meetings to educate <br /> Oregonians on the importance of wetlands and the need to protect valuable wetland functions <br /> as part of the planning and development process. Planners should also seek to publicize <br /> successful state or local initiatives to preserve wetlands. <br />
