RESOLUTION NO. <br /> A RESOLUTION DECLARING THE CITY OF EUGENE'S <br /> SUPPORT FOR AND PARTICIPATION IN <br /> NATIONAL WETLANDS MONTH, MAY, 1991 <br /> The City Council of the City of Eugene, Oregon finds that: <br /> 1. Wetlands are unique and important natural areas due to their ability to: <br /> provide significant wildlife habitat, including habitat for threatened and <br /> endangered species; improve flood control; protect rare plants; enhance water <br /> quality; and provide opportunities for recreation, education and research. <br /> 2. In recognition of wetland values, the U.S. Environmental Protection <br /> Agency (EPA) is cooperating with other public and private organizations to <br /> establish a national wetland celebration in May 1991, "American Wetlands <br /> Month." <br /> 3. The goal of this event is to increase public awareness of the values and <br /> importance of wetland areas, encourage people to take advantage of the unique <br /> opportunities these areas have to offer, and take action to protect, enhance, <br /> or restore wetland areas in their community. <br /> 4. Significant wetlands were discovered in West Eugene in 1987, followed by <br /> adoption of a comprehensive work program to produce the West Eugene Wetlands <br /> Special Area Study. <br /> 5. Initially funded by the City of Eugene, the WEWSAS funding was supple- <br /> mented in 1990 by two planning grants from the U.S. Environmental Protection <br /> Agency. <br /> 6. This study was conducted using an intergovernmental staff team with <br /> project management from Lane Council of Governments and representatives from <br /> a range of City departments and divisions, including Planning and Develop- <br /> ment, Public Works, Parks, Finance, and Intergovernmental Relations. <br /> 7. Representatives from a variety of state and federal agencies, including <br /> the U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. <br /> Fish and Wildlife Service, and Oregon Division of State Lands, performed a <br /> review function for the WEWSAS to retain consistency between local efforts <br /> and state and federal laws governing wetlands. <br /> 8. Cooperation between federal, state and local governments has produced an <br /> increased understanding of the multiple objectives that can be achieved by <br /> coordinated wetland planning and regulation. <br />
