DECDA.WPD Page 1
DECISIONS. WORK ASSIGNMENTS
FROM WETHEADS MEETING OF DECEMBER 15. 1994
1. The Wetheads agreed they needed further discussion on how to best
work with the West Eugene Parkway PDT on a habitat conservation plan
(HCP) and whether they should hold a special meeting with the PDT. In
addition, the Wetheads agreed that the City should discuss the
relationship of the project to the ACOE restoration project with ACOE
staff. The Wetheads also agreed they needed to determine the
relationship between WEWP amendments and the parkway SEIS.
2. The Wetheads discussed their response to the notice filed by
David Ortman of Friends of the Earth indicating that organization's
intent to bring suit against the Environmental Protection Agency (EPA),
and agreed that Public Works Director Christine Andersen would Colonel
Woods of ACOE encouraging a response from that agency to Mr. Ortman's
letter to the editor. The Wetheads also agreed that it was important to
mobilize responses to Mr. Ortman from supporters of WEWP in both the
environmental and development community. Mr. Gordon will contact
representatives of the environmental community and the League of Women
Voters. Ms. Evans will contact Robert Moulton and the Chamber of
Commerce. The Wetheads decided to discuss the possibility Mr. Ortman
would seek a stay of plan approval with Colonel Woods and the City
Attorney's Office. The City will appoint a key contact for the press
and other interested parties.
3. The Wetheads agreed that Ms. Evans would arrange a meeting
between Ross Murray, his engineer, regulatory agencies, Wetland Program
staff, and Public Works staff to discuss construction issues related to
the Danebo sewer project to ensure all parties were equally
well- informed and that the information understood by all parties was
consistent. Mr. Beall indicated that BLM would participate in the
meeting. The Wetheads agreed that the involved agencies would meet
before that meeting to ensure that their responses were consistent.
4. The Wetheads agreed to discuss their future as a committee,
agenda preparation and scheduling, consideration of the work program,
and whether the groundrules should be revisited at their January
meeting.
