Mr. Bowman circulated copies of the conference schedule. <br /> XI. UPDATE ON CORPS OF ENGINEERS AMAZON CREEK PROJECT <br /> Ms. Evans said that the ACOE has released the reconnaissance study document <br /> for the lower Amazon Creek project. She said that the next step would be a <br /> meeting between the local sponsor and ACOE staff to review the document and <br /> alternatives. Ms. Evans said that Mr. Gordon and Mr. Bowman would attend that <br /> meeting, which was scheduled for February 16, 1994. <br /> Ms. Evans anticipated that the City would support ACOE funding of the project <br /> under Section 1135 of the Water Resources and Development Act for completion <br /> of the project. The act gives ACOE the continuing authority to fund the <br /> project. <br /> Mr. Croteau requested a copy of the study. <br /> Mr. Lyle noted that the ceiling for expenditure of 1135 funds had been raised, <br /> and funds available could be close to $5 million. Any costs above $5 million <br /> would be assumed by the local sponsor. At the current time, the feasibility <br /> phase costs were shared equally by ACOE and the local sponsor; under the 1135 <br /> program, the feasibility costs were totally assumed by the Federal government. <br /> Mr. Lyle said that if the project proceeds under Section 1135, the City would <br /> pay 25 percent of the project construction costs and the feasibility study. <br /> Responding to a question from Mr. Gordon, Mr. Lyle confirmed that <br /> implementation could be phased. <br /> Mr. Gordon said that the City continued to build its relationship with ACOE. <br /> ACOE was interested in entering into a charter agreement with Eugene that <br /> covers all the aspect of ACOE operations in the area. Mr. Gordon suggested <br /> that it was possible such an agreement could result in funds for the wetlands <br /> interpretative center. <br /> X. INFORMATION SHARING <br /> Mr. Long reported that ACOE had announced interim guidelines for Title 33 <br /> navigable waterways. Comments regarding the guidelines were due to ACOE by <br /> fall 1994. He said he would distribute the guidelines to Mr. Lyle, Mr. <br /> Gordon, and Ms. Evans. <br /> Mr. Bowman said that BLM had installed a barrier at the curb cut onto Stewart <br /> Knoll to hinder access and dumping. Additionally, BLM installed a barrier at <br /> the curb cuts leading onto the Goodwill property across from its offices.
