Date: 11/18/92
From: Steve Stone CEWMSBS - RIS1
To: Tim Bingham CLPL114 - RIS1
Deborah Evans CEWEDSE - RIS1
Ed Alverson CEWEERA - RIS1
Steve Gordon CLPL116 - RIS1
Bob Hammitt CEWMJRH - RIS1
Neil Bjorklund CEPLNHB - RIS1
Les Lyle CEWELAL - RIS1
Fred McVey CEWMHFM - RIS1
Jack Long CEWMJEL - RIS1
Subject: Vegetation Program policy regarding wetland issues
TO: Tim Bingham
Thank you for the information on the rare plant inventory and specifically the
information on the parcel at map no. 17- 04 -34 -42 taxlot 3700.
In August, a vegetation inspection of the above mentioned taxlot noted a tall
heavy growth of grass and weeds. Reasearch showed that this property is desig-
nated as wetland except for a strip along and adjacent to Wallis Street. The
tall grass and weeds on this strip which is out side the wetland boundry and my
judgement that the tall grass and weeds adjacent to a mobile home park posed a
possible fire danger to the homes there led to the abatement action. I was not
aware of the rare plant inventory or its relationship to this property at the
time the abatement was done.
The primary goal of the vegetation management program is to protect public
safety through reduction in vegetation related fire hazards and controlling
vegetation which creates a traffic or pedestrian safety hazard. Last year we
modified our practices for vegetation control requirements on parcels with
delineated wetlands. The vegetation program's current policy in dealing with
portions of properties delineated as wetlands is, for the most part, to leave
them alone. However current policy is that tall grass and weeds must be con-
trolled on any portion of a property not part of the wetland area and in cases
where the vegetation constitutes a fire hazard or creates a traffic visibility
problem. The major concern here is with public safety. It seems that current
policy may not adequately protect rare plants in and near delineated wetlands.
In light of the rare plant inventory it appears that we need to review the vege
tation program's policy in dealing with "protected" vegetation. to this end I
would like to obtain a copy of the inventory for review and reference. In ad-
dition, at some point it may be beneificial to meet with someone familiar with
rare plant inventory to discuss proceedures that may be needed beyond our cur-
rent policy in considering site specific impacts to rare plants.
