zoning techniques, and buffering requirements. For the 259 acres recommended for development, the <br /> Plan requires compensation to occur at a minimum ratio of 1.5 acres of replacement for each acre of <br /> impact. Compensation is targeted for areas where the potential for success is greatest, most beneficial <br /> to the ecological landscape, and require little, if any, maintenance. Enhancement and restoration will <br /> be the primary methods for compensating for wetlands losses. Mitigation efforts will concentrate on <br /> reestablishing historic wetland types and habitats that naturally occur in the area, while also creating <br /> opportunities for other wetland types such as marshes and ponds. <br /> The Plan uses the wetland mitigation bank concept as the primary means for implementing the <br /> mitigation program. The bank system performs the mitigation requirements for individual users where <br /> the details of compensation are preplanned, constructed and maintained by a public or private <br /> nonprofit agency. To satisfy individual impact requirements, users buy mitigation credits from the <br /> bank. Because the bank is planned and developed as a whole, the details of mitigation can be <br /> incorporated into the existing environment, resulting in a more logical and natural system. <br /> The mitigation program is described in more detail in the Plan and its supporting documents. <br /> Comprehensive Stormwater Management Plan: The City's Comprehensive Stormwater <br /> Management Plan (CSWMP) will help achieve goals and policies outlined in the Plan by integrating <br /> stormwater management goals with wetland management goals. <br /> Protection and restoration of wetlands in West Eugene can contribute to the flood storage capacity, and <br /> where appropriate may contribute to the water quality treatment needs of the larger stormwater system. <br /> In turn, improvements and modifications of the existing stormwater conveyance system can contribute <br /> to the diversity, continuity, and the long term health of the wetlands system. This reciprocal <br /> relationship leads to a natural linkage between implementation of the Plan and stormwater <br /> management. <br /> The stormwater user fee supported by CSWMP will be the primary revenue source for the City's <br /> contribution to the management partnership (the Wetland Executive Team) which will manage the <br /> West Eugene wetlands program. <br /> PLAN AMENDMENT PROCESS <br /> The West Eugene Wetlands Plan can be amended as provided for in the amendment procedures of the <br /> - Eugene Code. As with other refinement plan amendments, any amendment to the Plan must be <br /> consistent with the Metropolitan Area General Plan. The Department of Land Conservation and <br /> Development, DSL, the Corps and EPA must all approve the amendments, following public notice and <br /> opportunity for public comment. <br /> Delineation of a precise wetland boundary will not constitute a plan amendment. <br /> 4 <br />
