for Wetland Conservation Plan inventories (OAR 141- 86-110 to 141 -86 -170). The new rules required <br /> a greater level of detail (wetlands greater than 1 /100 of an acre), and the supplemental inventory <br /> identified approximately 292 additional wetland acres. The third stage was a final review of the study <br /> area using aerial photography at 1:100 scale to identify any small wetlands which may have been <br /> overlooked in the first two stages. This fmal review resulted in the addition of three sites totaling <br /> almost 8 acres. The findings of this three -stage wetland inventory process were submitted to DSL for <br /> review and approval. The wetland conservation plan inventory was approved by DSL on April 12, <br /> 1994. <br /> The Plan, as approved by the City of Eugene and Lane County in August, 1992, is based on the 1,278 <br /> wetland acres identified and mapped in the first stage of the wetland inventory completed in 1989. <br /> The Plan does not include wetlands identified in the subsequent inventories which were completed in <br /> 1993 and 1994. <br /> The Plan will be amended to include the additional wetland sites. Amending the Plan will require that <br /> these additional wetlands be subjected to the same level of scrutiny and public policy decision - making <br /> process which occurred in the development of the Plan. This process includes notice to property <br /> owners and other interested groups and individuals, analysis of functions and values, public <br /> workshops, review by a Technical Advisory Committee, approval by planning commissions, adoption <br /> by elected bodies, and submittal to DSL, the Corps and EPA for review and approval. As soon as <br /> possible, the City will initiate the above process to amend the Plan to include wetlands identified in <br /> the inventory but not now designated in the Plan. This process is expected to require 12 to 18 months <br /> to complete. <br /> The alternative permitting procedure for wetlands designated in the Plan, described in Appendix C of <br /> this notice, will not apply to those wetlands identified in the supplemental inventories but not yet <br /> included in the Plan. The processing of permit applications for those wetlands is addressed in <br /> Appendix C, Part E, "Standard Individual Permits." When the Plan has been amended to include those <br /> wetlands, and the amended Plan has been submitted to DSL, the Corps and EPA for approval, a joint <br /> public notice will be issued by these agencies inviting public comment. <br /> IMPLEMENTATION MEASURES <br /> The City of Eugene proposes to implement the Plan through a combination of measures. These <br /> measures include: <br /> - establishment of special local permitting procedures, including site plan review and case -by- <br /> case minimization and mitigation of impacts, in partnership with State and federal permitting agencies; <br /> - continuation of the wetland acquisition program <br /> - adoption of code amendments (ordinances) to protect wetlands designated for protection, <br /> riparian areas, and water quality; <br /> - implementation of a comprehensive stormwater management program; <br /> ♦ w <br /> - snort for BLM management of wetlands it acquires; and <br /> - formation of the Wetland Executive Team, a partnership of the City, the Bureau of Land <br /> Management, and The Nature Conservancy to oversee the administration of the West Eugene Wetlands <br /> Program. <br /> 2 <br />
