. . <br /> Omgo <br /> Public Notice Period Opens: May 5, 1994 <br /> Public Notice Period Closes: June 6, 1994 <br /> DEPARTMENT OF <br /> Contact: Dana Siegfried, phone 503 - 229 -5546 ENVIRONMENTAL <br /> The City of Eugene has developed a Wetland Conservation QUALITY <br /> Plan to guide industrial and commercial development in <br /> waters of the state in the West Eugene Wetland Planning <br /> Area. The Plan elements are described in the attached <br /> Corps of Engineers Public Notice. <br /> The Corps will review wetland filling in two phases, as described <br /> in the Public Notice. Likewise, the Department will begin to <br /> evaluate compliance with state water quality standards at the <br /> plan level, and complete the evaluation at the individual project <br /> level. The federal Section 404 permit will be issued to the <br /> individual property owners for their project- specific fills. <br /> Therefore, Section 401 certification will be issued or denied at <br /> the time the Letter of Permission is processed. <br /> At this time, DEQ is soliciting comments on the West Eugene <br /> Wetland Conservation Plan, including: <br /> - The wetland inventory <br /> - Avoidance of impacts of waters of the state <br /> - Conceptual mitigation plans <br /> - Designation of development, mitigation, and protection <br /> areas, and <br /> - Other plan aspects, <br /> as it relates to water quality impacts and state water quality <br /> standards (OAR 340 -41). Comments on these aspects of the plan <br /> will not be solicited when the Department reviews specific fill <br /> actions for Water Quality Certification. <br /> If you wish to be notified of individual fill actions in the West <br /> Eugene Wetland Conservation Plan area, please contact the <br /> Department. Individuals may express an interest in being on the <br /> Public Notice mailing list at any time. During review of Letters <br /> of Permission, the following topics will be considered as they <br /> related to water quality: <br /> - Wetland boundaries <br /> - Minimization of project impacts <br /> - Adequacy of mitigation <br /> - Whether project conforms with the plan. <br /> The Department will issue a Public Notice, with a comment period <br /> of 15 mss, in conjunction with the Corps of Engineers Public <br /> Notice for individual projects.
