The primary goal of the project is to restore the creek to a more "natural" state, creating a relatively <br /> self maintaining system. This would include the reconfiguration of the banks and the reintroduction <br /> of native aquatic and riparian plant communities which would provide the most appropriate habitat <br /> for local wildlife. Other goals are to provide a much needed educational and recreational resource, <br /> to improve the creek's water quality and maintain its flood control capacity, to link existing park <br /> areas, to improve the visual quality of the neighborhood and its streetscape and to create a shared <br /> sense of place and stewardship within the neighborhood. <br /> A conceptual plan was developed by a landscape architecture graduate student in 1990 to address <br /> these goals and has since been adopted and refined by a non - profit organization called the Upper <br /> Amazon Steering Comm This committee has presented the proposal to numerous citizens <br /> groups and will finalize the conceptual plan in 1993 based on the comments of citizens, city officials <br /> and the steering committee members. In 1992, the City of Eugene Public Works Department <br /> contracted with the consulting firm of Woodward -Clyde to conduct a hydrologic analysis of the <br /> concept plan which determined that the flood capacity of the creek would not be negatively impacted <br /> if the plan were implemented. The plan has the support of several city council members and the <br /> steering committee has compiled a mailing list of the names of over 200 interested citizens.
