• Development and implementation of appropriate City maintenance practices for stormwater <br /> function; <br /> • Resolution of water rights issues and conflicting neighborhood interests regarding the wet- <br /> land and stormwater functions and values of the slough; <br /> • Development of a pathway system that will provide for passive recreational access, and <br /> linkage with both high quality open space /wildlife habitat areas, and transportation corridors; <br /> and <br /> • Incorporation of educational markers describing key functions and values, as well as notable <br /> plant and wildlife species. <br /> The City envisions undertaking this project in 1994-95. The time frame allows for completion of <br /> several local planning studies/policy documents that will provide information and direction for <br /> development of this demonstration project. These studies include: Springfield's comprehensive <br /> wetland management plan; the Springfield Storm Sewer Master Plan; the Eugene - Springfield NRSS; <br /> and locally adopted parks, recreation and open space plans. This proposal for U.S. Fish and Wildlife <br /> Service funding, combined with a substantial local contribution, will enable the City to successfully <br /> complete this demonstration project after the studies described above are complete. This demonstra- <br /> tion project will enable the City to bring together all of the various inventories and policy docu- <br /> ments, and accomplish meaningful implementation of local, state, and federal objectives concerning <br /> significant wetland values and wildlife habitats. <br /> Urban development encroaching on the slough. <br /> ♦ w <br /> A more natural section of Irving Slough in <br /> Springfield. <br /> 12 <br />
