c. Wetland, stream and habitat restoration demonstration projects - these restoration and enhance-
ment projects would improve habitats, provide recreation and education opportunities, improve
scenic quality, and assist in providing enhanced flood control and water quality treatment.
d. Assist in a public information and education program associated with urban natural resources
and wildlife. and
e. Provide technical assistance to this metropolitan region from the U.S. Fish & Wildlife Service.
These projects are described in more detail in Appendix A.
These projects will help to strengthen cooperation among the local governments: Eugene, Springfield
and Lane County. Local resources will be used as match for Service dollars in the restoration
projects. We will seek state participation through grant programs and technical assistance. The most
promising prospect of this proposal is the ability to involve local groups, including community
organizations, environmental groups, schools, and local businesses, to provide support, including
volunteer efforts.
Most of our efforts to date have focused on wetlands and water resources. In the later phase of the
program, we will also include upland habitats, so that representative ecosystems from the southern
- Willamette Valley can be integrated into the metropolitan natural area scheme.
We are interested in maintaining our pro -active partnership through implementation of our plans.
This proposal for U.S. Fish & Wildlife participation and funding represents a major step in that
direction. We can participate in developing ecosystem recovery
plans, in developing pre - listing management plans
for rare species that are not yet listed as f' J
endangered and threatened, by develop- ? i'
ing public educational materials
1,tt, 'rte
describing the ecosystem approach, by 1 R
assisting in developing baseline ; ' ! Few communities nation-
wide have taken a coordinated approach to mesh wetlands, water quality, and wildlife habitat plan-
ning efforts to view natural resources as part of an urban system. This effort can provide another
Eugene - Springfield, Oregon model for urban areas throughout the nation.
3
