Runoff is now diverted <br /> north via a small ditch to the southwest corner of Washington and 29 Place, where it is also <br /> collecting runoff from the south side of 29 Place. From this point the water enters a small <br /> concrete culvert which runs east under Washington to an outfall point which impacts the private <br /> property on the downhill (east) side of Washington. <br /> • Recommended Solution: Installation of a piped system down Washington connecting to <br /> the existing open drainage System on Wood. <br /> • Status: Submitted to Engineering July `98. <br /> • Date identified as a CIP: (July `98) <br /> 12 of 23- 2365 Irwin Way East <br /> o PWM Contact: Richard Zucker <br /> o PWE Contact: Therese Walch <br /> Current Problem: A 105 ft. portion of open drainage running southwest between Irwin Way E. <br /> and Irwin Way W. crosses through a private lot, making a portion of this lot inaccessible to the <br /> property owner. For the City to maintain this section of open drainage, private property must be <br /> crossed with the property owner's permission. <br /> • Recommended Solution: Enclosing this segment in pipe would give the property owner <br /> full access to his lot and facilitate city maintenance of this portion of the system. <br /> • Status: New to the CIP List. <br /> • Date identified as a CIP: (Nov. `98) <br /> 13 of 23- Bubbler Catchbasin Interconnect <br /> o PWM Contact: Brian Elliott, Fred McVey <br /> o PWE Contact: Therese Walch <br /> - Current Problem: In some segments of streets located in relatively flat areas of Eugene, all or <br /> most of the catch basins are bubbler type. In many cases they are the parking lot bubblers for the <br /> local businesses. These bubblers fill in with debris and become non- functional. As a result, the <br /> stormwater capacity of the systems currently on these streets has proved inadequate. The city <br /> receives regular complaints of street flooding in these areas during storm events. Other problem <br /> areas include: <br /> - 22nd Ave. from Pierce to Cleveland. <br /> - Jefferson and Madison Streets from 16th to 19th Aves. <br /> - 19th Ave. from University to Patterson Streets. <br /> • Recommended Solution: Evaluate areas of street flooding where bubbler catch basins <br /> exist in order to design piped interconnections of the bubblers. These systems would be <br /> connected to the nearest existing main lines if feasible. Evaluate this issue with all <br /> projects during scoping phase. <br /> • Status: Status `96: Engineering has begun the preliminary survey and design work. The <br /> scope of the project was expanded to enhance the capacity of the existing line on 7th Pl. <br /> by either upsizing the existing 30" pipe or by installing a companion pipe. <br /> Status March `97: Inclusion of sedimentation manholes was eliminated in favor of <br /> sumps in the catch basins. Plans are 95% done. Project is scheduled to go to bid <br /> February-March 1997. <br /> Status November `97: Conger/Wilson pilot project complete.
