Public Works Maintenance
List of
Stormwater Rehabilitation Problems
Requested for
Capital Improvement Projects
FY00 & FY01
December 1998
e , Brian Elliott, Jim McLaughlin
The following is the current Stormwater Capital Improvement Project List provided by the Maintenance Technical
Support section. This list (currently 23 items) is an active inventory compiled by the Maintenance Division to identify
operationally -based problems with the public stormwater system. The list also provides Engineering staff with those
problems, in order of priority, which have been determined by Maintenance to be an operational liability and best suited
to be designed and bid as a capital improvement project. The current status of each item (problem) on this list is noted.
Items will be removed from the list when they have gone "out for bid ". Please review this list and send any comments to
Brian Elliott or Jim McLaughlin. Maintenance will continue to process any notable stormwater problems and will
regularly distribute updated versions of this list.
1 of 23- Greenhill Tributary (Marshall Ditch) west of Terry St. N.
o PWM Contact: Fred McVey
o PWE Contact: Steve Gallup
Current Problem:Four culverts ( #59950, 59951, 67062, and 70169) carry Marshall Ditch water
under Terry Street and outfall to the Marshall Ditch on the west side of Terry. Two outfalls
( #70538 and 70559) to the west of the four culverts were installed to drain into the Marshall
Ditch from Blair Commons Subdivision. The channel narrows significantly just west of the four
culverts and is choked with trees and other vegetation, sediment and debris. This condition
caused street and parking lot flooding at Daneland Mobile Home park on the east side of Terry.
Efforts to correct this problem must be taken in `97. Due to the urgent need for channel cleaning
work at this site, this should be considered the highest priority for channel cleaning funds.
• Recommended Solution:Maintenance requests that this issue be addressed in two parts:
1) Use channel cleaning funds to complete cleaning and sediment removal from Terry
Street to the City Limits. Also, assess the need and to what extent to reconfigure the
ditch, if necessary, and contract out this portion of the work.
2) Acquire adequate easement access for maintenance within the BPA right -of -way
along the south side of the Marshall Ditch for long term Maintenance needs.
• Status: New Project 3/97.
• Date identified as a CIP: (March `97)
2 of 23- Amazon Creek at Danebo Avenue Bridge
o PWM Contact: Dave Ritter
o PWE Contact: Therese Walch
Current Problem: Accumulation of sediment and establishment of vegetation has created a
large, mid - channel island just east of the bridge. The island has reached a size where it is a
hydraulic impedement and could possibly lead to creek flooding in this area during major storm
events.
• Recommended Solution: Put this out to bid as a channel cleaning project to be done in
the most environmentally sensitive manner possible and in compliance with Corps and
DSL regulations.
• Status: New to the CIP List.
• Date identified as a CIP: (Nov. `98)
