TASKS FOR PERMIT YEAR 4 (Continued) <br /> IMPLEMENTATION CATEGORY: OPERATIONS AND MAINTENANCE <br /> OM1 - Revise Comprehensive Operations and Maintenance Plans <br /> NOTE: This BMP should be used to coordinate all other O &M BMPs (e.g., 0M2, 0M3, 0M4, <br /> 0M5, 0M6, 0M7, ...). A comprehensive review and oversight for these additional O &M BMPs <br /> will be provided here. <br /> } <br /> Task 1: • Develop an operations and maintenance review team to meet as necessary. The team will <br /> review internal storm sewer maintenance policies, erosion control practices /procedures <br /> related to channel maintenance, and channel construction practices. The team will review <br /> and develop procedures for expanding the use of the City's recently implemented <br /> Infrastructure Management System (IMS is a data management system for operations and <br /> maintenance information) to include field reporting of storm system facility problems and <br /> routine maintenance activities. The team will also review the results of ongoing research <br /> conducted as part of Task 3. <br /> • The team will review available information (including information obtained as a result of <br /> BMP 0M7 - evaluation of effectiveness of storm system cleaning) to see if modifications to <br /> current maintenance practices might reduce impacts to water quality. The team will work <br /> with the Corp of Engineers and SCS to ensure their acceptance of revised practices. <br /> • Work will be conducted under BMP 0M7 to develop continued procedures for evaluating <br /> the effectiveness of any revised O &M practices. <br /> Task 2: • Based on any revised policies and practices established as a result of Task 1, develop or <br /> revise the comprehensive operations and maintenance manual for all open drainageways, <br /> catchbasins, flood control channels, and other storm system facilities located within <br /> Eugene. <br /> • Distribute O &M manual to all O &M staff. The manual should be prepared in a three ring <br /> binder so that one page updates can easily be added. Chapters regarding landscape <br /> management practices (BMP 0M2), de -icing procedures (BMP 0M3), clean up after <br /> structural fires and accidents (BMP 0M5), and street sweeping and flushing (BMP 0M6) <br /> will also be added. <br /> Task 3: • Conduct periodic internal training to discuss proposed O &M changes with O &M staff. <br /> Respond to comments. Include education regarding the use of IMS for reporting <br /> maintenance activities and problems. <br /> Task 4: • Develop an implementation plan for any revised practices, and implement any revised <br /> O &M practices.
