Pis send any comments to me by Oct 18th. This map is part of the City's proposed program for <br /> addressing impacts associated with construction activities (erosion, sedimentation, & other impacts related <br /> impacts such as concrete washout, storage of toxics, etc). A public outreach effort will occur Nov -Dec <br /> with public hearings tentatively scheduled for Jan or Feb. Discussions around staff resource implications <br /> are underway. <br /> BACKGROUND: One of the stormwater progam BMPs is to address the discharge of pollutants during <br /> construction activities. Impacts of concern include erosion, sedimentation, and other associated with <br /> construction "housekeeping" activities (e.g., storage of toxics, debris, concrete washout). The Stormwater <br /> Dept Advisory Committee (DAC) recommends the flwg: <br /> 1) All new and significant redevelopment are required to manage "Construction Site Management <br /> Practices" during construction activities. Note: There are approximately 6,700 vacant parcels (14,700 <br /> acres) w/n Eugene's city limits and ugb. Of these, 500 are > 5 acres in size (11,200 acres) and 6,200 are <br /> equal to or < 5 acres in size (3,455 acres). Of the 6,200 vacant parcels (< 5 acres), 3,150 (2,140 acres) <br /> are w/n sensitive areas. This data reflects the removal of publicly owned and vacant land. <br /> 2) Permit Requirement. For sites > 5 acres is size and for sites that are equal to or <5acres and w/n <br /> "sensitive areas ", a stormwater pollution prevention permit will be required. This permit requires the <br /> preparation of a pollution prevention plan that is to be reviewed and approved by the City. Permit fee will <br /> be collected. <br /> 3) Checklist. For all other development conditons (sites equal to or < 5 acres and NOT w/n a sensitive <br /> area), a checklist system will be used. This means a permit and plan will NOT be required. At time of <br /> issuance of a building permit, the applicant must review and acknowledge (signature) a checklist which <br /> contains criteria for controlling erosion. No fee will be collected. <br /> 4) Sensitive Areas Map. To assist in determining whether a site is w/n a sensitive area, a Draft Sensitive <br /> Areas Map has been produced by the PWE Info Team. A copy of this map has been distributed to the PIC <br /> (2 copies), WRT (1), Planning (1), Survey (1), East Team (1), Darwin Team (1), Maintenance (2), and <br /> DEVCORE (1) for review and comment. The DAC recommended 3 factors for determining sensitive area, <br /> any one would place a parcel in the sensitive area: 1) slopes >10%; 2) highly erodible soils; and 3) Sites <br /> that drain directly to open waterbodies. <br /> 5) Application. The sensitive areas map is based on digital data from USGS (highly erodible soils & slopes) <br /> and from water layer data in the common mapping system. For sites that "directly drain" to waterbodies, <br /> analysis was done by planning analysts. Because this data is generalized, applicants will be able to <br /> challenge the map with actual field data. So, this map will be used for decision making unless challenged <br /> with demonstrated inaccuracies. <br /> PUBLIC OUTREACH. A public workshop is scheduled for Nov 7th, 7:OOpm- 9:OOpm, EWEB Training Room. <br /> A mailing list of nearly 700 addresses (all types of contractors, subs, professionals, enviromental groups) <br /> will be notified w/ packets available at the worksession. <br /> COUNCIL ACTION. A worksession with the Council is scheduled for Dec 4 and public hearing is expected <br /> in Jan or Feb. <br /> Thanks for your time!
