certifications, investigate complaints, enforce repairs and modify stormwater <br /> billing categories as referenced below. <br /> ► The City should build REGIONAL systems to work on solving problems which already <br /> exist. Maintenance would be the responsibility of the city. <br /> A. -- While the idea of having the developer participate in a REGIONAL system (fit <br /> is impractical to do on -site controls on a new development) is intellectually <br /> appealing, I would have some reservations on how this was done. <br /> 1. Do not allow the development to occur until the Regional system is in <br /> place and we KNOW the costs per unit that the developer should be <br /> charged. I wonder where you are going to find locations and get the <br /> needed approvals to get these regional facilities build <br /> 2. The option of participating in an off -site regional faciliry should be the <br /> choice of last resort with recognition that the area between the <br /> development and the regional facility are going to be negatively <br /> impacted and therefore that impact would need to be mitigated or <br /> compensated. <br /> 3. Recognize that the GENERAL PUBLIC might be better off if some <br /> parcels are left undeveloped. With open space and natural areas goals <br /> we have embraced, just how easy do you want to make it for marginal <br /> lands to be developed. <br /> ► The storm billing structure could consist of <br /> A. A base amount charged to all accounts which would pay for the program <br /> administration and a fee for the passage of the QUANTITY of water generated <br /> on the site during the given month. <br /> B. An additional water quality treatment component charged only to: <br /> 1. those older accounts for developments in which the City would be <br /> working to improve the WQ through regional means. (This would also <br /> allow an incentive for those older accounts which would like to see a <br /> reduction in this monthly billing by installing on site controls.) <br /> 2. those new developments too small to allow on site controls <br /> 3. those new developments whose on site controls have failed But only <br /> until repair of those facilities can be effected <br /> 3 <br />
