• <br /> TECHNICAL MEMORANDUM <br /> July 13, 1995 • <br /> Page 3 <br /> INTRODUCTION <br /> The purpose of this technical memorandum is to provide an overview of the existing drainage <br /> standards, criteria, policies, procedures, and program goals, and then to assess their capacity <br /> to meet the needs of a multiple objective stormwater management program. This assessment <br /> serves as the basis for updating and developing additional stormwater drainage standards. <br /> Types of drainage standards are then recommended for water quantity and quality control, <br /> based upon immediate and anticipated future needs of the city of Medford., Final drainage <br /> standards will be developed based upon review by the city. All drainage standards adopted <br /> by the city will be included as an appendix to the Drainage Master Plan. <br /> In addition, overall goals have been proposed for the stormwater management program. The <br /> goals include the following key criteria: <br /> • Provide for public health and safety <br /> • Protect public and private property <br /> • Protect community investment in the storm drainage infrastructure <br /> • Provide cost - effective operation and maintenance <br /> • Provide responsive customer service <br /> • Protect fish and wildlife and their habitat <br /> • Improve water quality <br /> APPROACH <br /> The recommendation of drainage standards involves three related steps. First, review of the <br /> existing standards required study of available city documents, together with discussions with <br /> staff. Discussions were held with Robert Deuel and Lawrence Beskow from the city's <br /> Engineering Department to help understand the existing stormwater program. Additional <br /> information, provided by Wendy Marshaus from the Public Works Department, described <br /> elements of the stormwater facility maintenance program. This information was used to <br /> prepare a summary of the key issues pertinent to the recommended drainage standards. <br /> Second; Brown and Caldwell obtained drainage - related documents from a number of sources. <br /> These sources were selected based upon a variety of factors, such as population, climate, <br /> location, geology (soil types), and regulations, that are similar to those of the city of Medford. <br /> Third, types of new drainage standards were recommended based upon review of the city's <br /> documents in relation to strategies and standards used by other municipalities or jurisdictions. <br /> ,: \21 17' lask3Wn3I.eug DRAFT <br />
