I believe this to be due to the <br /> amount of unknowns and assumptions needing to be made in the form as well as many aspects of <br /> the stormwater program itself. <br /> I still have issues with the lack of Eugene specific information available: <br /> 1. I don't understand the scope or size of proposed "regional" facilities. I bring this up <br /> because my replies to the following questions could be drastically different if I knew we <br /> were dealing with one or one hundred of these. The same goes for the on -site facilities. <br /> Looking at our drainages I fail to see where you can place regional facilities of any size <br /> that wouldn't likely result in an unacceptable level of disruption of the existing uses of <br /> the lands. I've heard a lot about the dual purpose land use of combining <br /> detention/retention basins with parks, but in the case of Eugene I haven't seen anything <br /> proposed which wouldn't require the removal from park use of major portions of the <br /> Amazon or Westmoreland parks. <br /> I would find this exercise problematic if there were truly no places that we could have a <br /> reasonable expectation to gain approval for the placement of these regional facilities. <br /> 2. I don't understand the magnitude of the existing water quality problem. Not <br /> understanding this, I can't explain the program to customers. I find it very difficult to be <br /> supportive of a program I don't understand and am unable to explain the need for in <br /> specific terms. <br /> 3. I don't understand where the program is going. There are no defined goals, instead a <br /> philosophy of performing the "best management practices ". The definition of these <br /> 1 <br />
