This level of <br /> certification could be more stringent depending upon the importance of the facility. <br /> • Restrict development on marginal lands. <br /> • Phased approach to the program - Try private responsibility for maintenance and if it <br /> doesn't work then revise the program so that the City has responsibility for <br /> maintenance.
