RECOMMENDATIONS, (to be reviewed and updated periodically): <br /> General: <br /> 1. Recognize the need for a more comprehensive urban forestry program for the <br /> City of Eugene. <br /> 2. Analyze the organizational structure necessary to develop and implement a <br /> comprehensive urban forestry program. <br /> 3. Develop budget request proposals with supporting data using the "Budget" <br /> section as a guide. Our need is urgent to get out of crisis management. Currently <br /> the city has 4000 young trees (less than 10 years old) that need structural pruning. <br /> Structural pruning saves money later. <br /> 4. Investigate other revenue sources for the maintenance of street trees, i.e. gas tax, <br /> road fund. <br /> 5. Actively pursue the wide variety of funding sources and community <br /> resources identified in this document. <br /> 6. Require new subdivisions to provide street trees. Where new sidewalks are <br /> added, require adjacent tree wells for trees. <br /> Staff: <br /> 1. Add, at a minimum, another tree maintenance crew (2 people) and necessary <br /> equipment. <br /> 2. Provide funds for contract work to augment permanent City employees. <br /> 3. Coordinate the city's tree program with EWEB's line clearance program. <br /> 4. For the review of site development plans, develop better ways for staff to monitor <br /> compliance with tree ordinances. <br /> 5. Consolidate the city's existing tree ordinances in summary form into one <br /> document for ease of access and enforcement. <br /> 6. Consider ways to utilize existing city staff more efficiently. Use sidewalk <br /> inspectors to evaluate street tree needs. <br /> 7. Develop a realistic staff work plan annually. <br />
