RECOMMENDATIONS, (to be reviewed and updated periodically):
General:
1. Recognize the need for a more comprehensive urban forestry program for the
City of Eugene.
2. Analyze the organizational structure necessary to develop and implement a
comprehensive urban forestry program.
3. Develop budget request proposals with supporting data using the "Budget"
section as a guide. Our need is urgent to get out of crisis management. Currently
the city has 4000 young trees (less than 10 years old) that need structural pruning.
Structural pruning saves money later.
4. Investigate other revenue sources for the maintenance of street trees, i.e. gas tax,
road fund.
5. Actively pursue the wide variety of funding sources and community
resources identified in this document.
6. Require new subdivisions to provide street trees. Where new sidewalks are
added, require adjacent tree wells for trees.
Staff:
1. Add, at a minimum, another tree maintenance crew (2 people) and necessary
equipment.
2. Provide funds for contract work to augment permanent City employees.
3. Coordinate the city's tree program with EWEB's line clearance program.
4. For the review of site development plans, develop better ways for staff to monitor
compliance with tree ordinances.
5. Consolidate the city's existing tree ordinances in summary form into one
document for ease of access and enforcement.
6. Consider ways to utilize existing city staff more efficiently. Use sidewalk
inspectors to evaluate street tree needs.
7. Develop a realistic staff work plan annually.
